Overview
The General Police Inspectorate for Animal Welfare was founded on 4th of November 2010, in the final and irrevocable court decision pronounced by the Court of Bucharest in the case no.41674/3/2009, as structure of civil society in the Federation Commissioner for Civil Society.
The mission of The General Police Inspectorate for Animal Welfare (IGPPA) – Animal Police is that to aware that public opinion on adopting a rational and humane behavior towards animals and the need to uphold the legislation regarding animals and their rights as living beings in the social environment or in the wild.
The role of Animal Police is to take action for the purpose of animal and bird’s protection, our main activity is to amend the legislation in this field, to improve the present legislative framework, protection of the ecosystem and wildlife, to reduce the poaching phenomenon, but also promotion and defence of veterinarian’s interests in Romania.
IGPPA`s objectives are:
Protection of speechless beings by monitoring the application of positive law in the field by the competent institutions.
Referrals to the courts in Romania, but also law enforcement agencies, in order to attract criminal responsibility of those who are guilty of acts of cruelty, maltreatment, negligence, bad behavior towards animals because they cannot defend themselves, although they have rights.
It is necessary for the Animal Police to belong to the non-governmental sector so together with specialized NGOs affiliated or collaborating to discourage those who cause sufferings to speechless beings, involving also state authorities in their efforts.
Speechless beings rights protection conferred in this area by the positive law.
Heritage preservation and exploiting its wildlife in a rational and justified manner determined by circumstantial needs that concern the safety of citizens or the local economy.
To reduce the phenomenon of excessive poaching and hunting practices or as a relaxing activity
Animals and birds euthanasia for prevention reasons, in order to stop spreading of viral infections, but only in human terms
Preservation of biodiversity and entropy factors in order to create optimal conditions of wildlife and natural habitat
Monitoring of meat producers regarding the way animals are treated before being slaughtered or killed.

11. Monitoring of zootechnics and poultry economic agents in order to meet legal parameters
12. Promoting human values and the idea of environment in the relationship between humans and speechless beings.
13. Preservation of natural reserves, of national parks and gardens.
14. Encourages the communitarian stray animals adoption and prior sterilization.
15. Monitoring animal owners if they meet the requirements according the law concerning food, shelter, medical or preventive treatment for acute or chronically diseases, sanitation and hygiene, etc.
16. Adoptions of legal measures against animal owners who do not obey the legal provisions regarding animal treatment or by intention or negligence endanger or harm the health and physical integrity of others.
17. Adoption of legal measures against pet owners who neglect public hygiene by allowing animals to make their physiological needs over green spaces, children playgrounds, sidewalks, the alleys in blocks of flats, or at the entrance to the alleys or parks
In terms of ratification by Romania of the European Convention for the protection of animal rights and taking into account the repeatedly expressed desire of citizens to establish this type of structure, we hope that the establishment of the General Police Inspectorate for Animal Welfare shall be welcomed.
